Technique Overview

CATWOE, Systems Thinking and Stakeholder Perspectives Definition

CATWOE is a practical set of six prompts (Improvement Service, n.d.): Customers, Actors, Transformation, Worldview, Owner and Environmental constraints. Leaders use it to examine complex situations from multiple stakeholder perspectives before defining the real problem. A stakeholder wheel can identify key stakeholder groups before CATWOE analysis. Systems thinking shows how people, processes, data, technology and decisions connect, ensuring changes such as a new CRM, cloud migration or AI tool are assessed across the wider system rather than as isolated fixes.
